The Homeland Security Mission demonstrated how a versatile and affordable UAV, equipped with an integrated sensor package providing near-real-time data, could be used for urban emergency scenarios, assisting with disaster assessment and search-and-apprehension operations. Rapid deployment of the APV-3 served to locate, identify, track, and assist in the apprehension of the simulated terrorists. The Incident Command Center was provided with visual and verbal data in sufficient detail to determine that first response procedures should be implemented. The positions of suspicious activities and targets were quickly conveyed to the ICC for decision support and associated ground response.

The demonstration evaluated various components and capabilities necessary for a long-duration UAV mission over an urban disaster site. The capabilities of remotely operated imaging systems, wireless data transfer, ground-based data processing, and rapid delivery of geoferenced imagery were successfully demonstrated. Also shown was the ability of a small UAV to perform a low-altitude mission in close proximity to an urban area with a high population density, such as Silicon Valley.
